The Venice Beach Lottery
Below is a link to a paper I wrote about the Venice Beach lottery....I've since learned some new facts and the paper isn't entirely accurate as I think I got the name of the guy who does the political billboards wrong. As well, I now realize that some of the spaces are a different size than others, though I don't think it affects the larger point about space flexibility. Since that time, I've heard a lot of stories about businesses getting spots to specifically keep them empty and I've seen a lot more empty spaces on the boardwalk.
